Documents Required To Stay (and Work) in France
Entry and residence of EU Nationals.
British citizens intending to live in France should have a valid passport (only nationals from Belgium, Italy, Luxembourg and the Netherlands can seek employment upon production of their national Identity Card). As for other EU nationals, a work permit or a visa is no longer necessary. However, please note that British citizens native of the Channel Islands and the Isle of Man are not regarded as EU citizens.
According to EU law, EU nationals have up to 3 months to apply for a “Carte de séjour de ressortissant de l’Union Européenne” (EU resident permit) at the “Préfecture” or “Commissariat de Police” (Police Station) of your place of residence. The “Carte de séjour” will be granted upon production of:
A valid passport A birth certificates or a marriage certificate, and proof of accommodation) Proof that you pay contributions to the French Social Security scheme 3 passport photographs A contract of employment or the necessary authorisations from the Chamber of Commerce in case of self-employment Or if you are retired a proof that you receive a state pension (from France or your home country) Or if you are student, a proof that you have registered with a French University. Or if you are married to a French National, a copy of your marriage certificate.
If you are staying for a limited duration, a resident permit will be issued for this period of time, after which your situation will be re-examined.
If you are planning to stay on a permanent basis, a resident permit will be issued for 5 years. After these 5 years, your permit can be renewed for 10 more years if you are still employed on permanent basis. Please note that the right of residence – granted with the resident permit – can be extended to the permit holder’s spouse; dependant descendants under 21, dependants ascendants and spouse’s ascendants.
Entry and Residence of non EU Nationals.
Non EU Nationals are not allowed to take up employment in France, even temporary, paid or unpaid, unless they have obtained an “Autorisation de Travail” (work permit) before arriving in France.

Driving in France
Exchange of the British Driving License in France.
According to the European Community Directive (91/439/EEC), since 1 January 1997 British Nationals taking up residence in France for more than a year do not have to exchange their British licence for a French one anymore.
However if British Nationals wish to do so, the request must be done at the “Préfecture” of your place of residence. The issuing of a French driving license implies the withdrawal of the national driving license, which is sent back to the issuing authority (Driver & Vehicle Licensing Authority).
Registration of a private vehicle.
If you stay in France for more than 6 months, you will have to change the registration of your car. Only residents can apply for the registration of their vehicle. You have to apply at the “Préfecture” of the place of your residence. T o obtain a list of the required documents, please contact your ’Préfecture’.
An export certificate from the DVLA (01792 77 21 51) will be required if the vehicle is currently registered in the UK.
Nota : ” Collection vehicles ” having this label in Great Britain have to pass a favourable MOT in France to get the same label.
The periodic test will not be necessary in the future. Moreover these vehicles are restricted to be driven in the ‘département’ of their registration or the border ‘départements’. A special authorisation is to be requested from your ‘préfecture’.

Taxation in France
France does not have a PAYE system. Amounts automatically deducted from your gross salary on your pay slip are social contributions. If you are a French resident, you have to fill a “déclaration de revenus n°2042″ (Tax return) in May each year, asking you to state your income for the previous year. You will have to send this “déclaration de revenus” to your local “Centre des Impôts” (Tax Office).

Retirement to France
People residing in Great Britain and wishing to retire permanently in France should first inform their D.S.S. office a few weeks before the intended date of departure. The D.S.S. will set the necessary administrative arrangements in motion. (See address below).
You are planning to move before you get your state pension (eg: you are already in receipt of your private pension) You should apply for a form E106 (medical cover for up to 2 years) – see D.S.S. – Alternatively, a private insurance or voluntary contributions should be considered when the E106 expires or if you have not reached the age of state retirement (Contact your local French social security office).
People receiving a UK state pension only.
If the pensioner does not get a pension from France at a later date, the United Kingdom will accept costs. A form E121GB will be issued on request from the pensioner to allow him to register for health care in France.
People receiving both a UK and French pensions
In this case, the French sickness insurance institution will be responsible for the health care costs and the pensioner will be treated as a French pensioner for health care purposes. People receiving a UK pension and will eventually receive another EU pension at a later date A form E121GB will be issued. When the French (or other European Union Country) pension becomes payable, the health care liabilities will be reviewed. For example, the E121GB may have to be cancelled if insurance periods in the other European Union country were no longer than those in the UK. The Health care costs will then be the responsibility of this European Union country, which will provide the form E121.
